If you have not already sent in your 2012 Annual Assessment, please put it in the mail today to allow enough time for delivery or you can visit our website to pay online. Remember the Assessment was due on January 1^st and is late after the 30^th. Delinquent fees will not be forgiven due to the 30-day grace period that was allowed. Please understand collections of Assessments are imperative to fund the operating budget for your community. It is unfair to the owners that pay on time every time.

Foxbank Amenity Area Damage

Many of you may already know that there was some damage caused to the parking area and landscape around the pool in Foxbank. Thanks to a few owners whom witnessed the damage and contacted the Police Department. The Moncks Corner Police Department was able to use the information provided and locate the Suspect. The suspect was apprehended and charged for this damage. It is imperative that all owners report any mischievous or illegal behavior to the proper authorities. Since the M.C.P.D. was given detailed information, they were able to make a case; therefore, your Association can attempt to recoup damages in court. It is frustrating to many owners that unnecessary repairs can affect your operating budget. This suspect was a guest of a Foxbank owner and can be help responsible for their guests actions.

Your involvement in your community matters and this is a perfect example of how you can assist.

Thanks to the Monck Corner Police Department and all of the owners who assisted in catching the offender.

Dear Owners,

It has been brought to our attention that some neighbors are allowing their pets to roam the community, which results in pet feces in neighboring yards or common area. We do thank everyone that cleans up after his or her pet; however, this waste must be disposed of in a proper fashion. If Community Management Group is notified of this type of behavior, we will address the issue if the owner can be identified by property address.

There are many owners in your community that take pride in their home and your community and it is imperative that everyone do their part.

Effective July 1, 2011 the new Electronic Waste Recycling Law went into effect changing what items can be accepted at the Berkeley County Landfill.

E-scrap or electronic waste or any of their parts will no longer be accepted or will be accepted for bulk pick-up.

The following items or any of their parts will not longer be accepted and must be brought to the designated centers below.

· Computers (included desktop, laptop, notebook and tablet computers)

I wanted to let you all know that the pool contractor will be visiting your property this evening to shock the pool. They will add soda ash and sodium bicarbonate. This is a weekly service, but with the recent rain, the ph has dropped. To raise these levels, they will have to add soda ash, which could result in cloudy/hazy water. A clarifier will be added to speed up the clearing process, but it may still take a couple of days to return to the normal crystal clear condition. Please be advised the pool is perfectly safe to swim in.

Dear Foxbank Plantation Residents:

The swimming pool is maintained on a daily basis to manage chemical levels according to DHEC regulations. During routine visits, the restrooms are cleaned. Please understand during the short routine visits, the pool contractor is not responsible for scrubbing walls or floors. Many owners feel that there is a need for a pool monitor. Unfortunately, this was not a budgeted expense for this year. Your operating expenses fund maintenance for the pool and all other amenities. An increase in operating expenses will determine the annual assessment.

This being said the time has come to consider volunteers within the community to assist in policing the pool area. All residents and guests are to abide by the posted rules. Many of the rules are not being followed by members of your association.

Furniture has been broken beyond repair and has been removed from the premises.
Glass is still being brought into the pool area.
Alcohol and cigarettes are not permitted. Signs will be posted in the very near future that smoking is prohibited.
Foot shower has been broken twice this year.
Overflowing of trashcans – the Association will try to obtain an additional can. However, this again will be a cost incurred to the Association. Trash and cigarette butts must be disposed of properly. Even if this means taking your garbage to your home or the county dump.
Bathroom door locks have been broken.
Pressure washing is performed quarterly.

This all costs your Association money. Please keep in mind that this amenity will be a party of your community for many years to come. Therefore, it is imperative that owners take the initiative to assist in keeping the area beautiful. All maintenance and clean up is a direct expense of your Association funds.

Please respect your community and neighbors by assisting in keeping your amenities in good condition.

If you are interested in volunteering to enforce these rules, please let me know. We can work together on ideas such as t-shirts or identification cards for the volunteers to have on hand when approaching offenders.

Foxbank Pavilion

The pavilion is free for you and your family to utilize with the understanding that it is open to the other members unless scheduled through our office as a private event. To reserve the pavilion for a private event there will be a $25 rental fee and a $50 deposit. In the past couple of weeks, the number of requests received for use of the pavilion has increased. Owners were informed that the pavilion was a first come first serve basis. Owners were informed at the time of inquiry that reservations were not necessary. A few of the inquiries were planning to use the facility on the same day. The concern for “private party reservations” was presented to the Board and a policy was established. This policy was truly established to accommodate owners when scheduling a private event to ensure that the pavilion would be available when needed. Please keep in mind that there will be expenses that will go along with this amenity such as: vandalism, ceiling fans, lighting, electrical, pressure washing, damage to the grills, tables or damage caused by misuse of the grills. All of which will be maintenance that will be funded by your operating expenses. An increase in operating expenses will determine the annual assessment.

Please be sure to check with our office on availability of the pavilion.

Foxbank Cabin Rental Policy Revision

Effective May 25, 2011 the Foxbank cabin rental policy has been revised. There will be a $100 rental fee for future cabin reservations. The cabin is a separate entity belonging to the Developer that they allow Foxbank members to enjoy. A rental fee has become necessary because of the frequent use and maintenance needed for the cabin.

DHEC can close the pool if the gate is left open for children to enter on their own. Leaving the gate open also allows unauthorized members and guests into the pool. I would like to take this time to inform you that Ecoscape is in the process of applying the spring application of Pre-emerge. Lawn maintenance requires attentive weed control. One of the most effective ways to control weeds is to apply pre-emergent herbicide, a chemical that prevents unwanted growth from appearing.

I am pleased to announce that the nature trail was manicured last week by underbrushing the area along the lake. This has made a huge differance in the visibilty behind Kimberton Ave.

I would also like to inform you and your neighbors that the pond off of Killarney Trail in the Fairlawn section usually has two fountains running, but there are major issues with one of the fountains that will result in costly repairs. Your Board of Directors and I will discuss the options available. In the meantime, the lake maintenance company will center the operable fountain and they will be looking into the spray pattern to ensure the ponds aethetics will not be altered.

v Grills at the pavilion and initial playground equipment should be installed by mid February.

v Soccer Fields - Arrangements with the Town are being finalized. Should be available for use in early spring.

v Road Repairs - The section of Foxbank Boulevard near the commercial entrance has been turned over to the County. The County has been contacted regarding these repairs.

v Foxbank is continuing to grow. There is new construction going on by Sabal Homes and David Weekley in Topsaw.

v Annual Meeting will be scheduled in late February or early March. All Owners’ will be notified.

HOLIDAY SAFETY TIPS

The holidays are an exciting and busy time. With all of the joys of the holiday season come potential safety hazards. Help prevent accidents by following these tips:

Christmas tree safety begins with the selection and purchase of a fresh tree. When buying a live pre-cut tree, make sure the tree is still alive and healthy. A fresh tree is green, needles are hard to pull from the branches, and when bent between your fingers, needles do not break. Pull on the needles. The trunk should be sticky and the limbs should be very flexible. Lift the tree and bounce the cut end on the ground, if a bunch of needles come tumbling off, it isn’t a safe tree to take home.
When you get the tree home, cut off the bottom two inches of trunk to expose the fresh wood. This will create a fresh, raw cut for the tree to soak in water, allow for better water absorption and helps keep your tree from becoming a fire hazard.
Keep your tree well hydrated. Keep the water in the stand well above the fresh-cut bottom of the trunk.
Christmas trees dry out with heat, so place your tree away from heat sources such as fireplaces or heater vents.
When purchasing an artificial tree, look for the label “Fire Resistant”.
Unplug the lights and decorations when you are not home.
Check each set of tree lights for frayed wires, broken bulbs and loose connections.
Never run electrical cords under the carpets or rugs, over nails or in traffic areas.
Before using lights outdoors, check labels to be sure they have been certified for outdoor use. To hold lights in place, string them through hooks or insulated staples, not nails or tacks. Never pull or tug lights to remove them. Plug all outdoor electric decorations into circuits with ground fault circuit interrupters to avoid potential shocks.
In homes with small children, take special care to avoid decorations that are sharp or breakable, keep trimmings with small removable parts out of the reach of children to avoid the child swallowing or inhaling small pieces, and avoid trimmings that resemble candy or food that may tempt a young child to eat them.
Remember that mistletoe, holly berries and Christmas cactus are poisonous if swallowed.
Use care with “fire salts”, which produce colored flames when thrown on wood fires. They contain heavy metals that can cause intense gastrointestinal irritation and vomiting if eaten.
Do not burn wrapping papers in the fireplace. A flash fire may result as wrappings ignite suddenly and burn intensely.

Helpful Holiday Safety Tips

As the Thanksgiving and Christmas season approach, Law Enforcement Agencies would like to share the helpful hints below.

While Shopping or Going Out:
• Secure valuables out of sight in your trunk. BUT, Be aware that many cars now have fold-down seats or a remote trunk release inside the car. These conveniences make your trunk vulnerable to thieves willing to break a window.
• If at a mall or a shopping center, periodically go to the car and lock away purchases so they will not “disappear” when you put them down trying-on clothes or at the food court.
• Safeguard your purse, wallet, bank cards, and personal information. Identity thieves thrive in this environment.
• Keep close tabs on your children while shopping. With so many people it is easy for them to become lost. Make sure they know their full name, your full name, address, phone, and your cell or pager number to reach you if you get separated.
• Be aware of your surroundings going to your car, going into and out of your house, and while at the ATM.

At Home:
• Make sure to keep doors and windows locked.
• Turn on outside lights at night.
• Report persons or vehicles roaming your neighborhood, day or night so police may check them. They may be simply looking at Christmas lights, or they may be “casing” houses to burglarize.
• Place your tree where the gifts will be less visible from outside. Thieves like window-shopping through your windows.
• After Christmas, don’t put the empty boxes out on the curb. This makes it easy for burglars to decide which houses to burglarize (ie: new computers, TVs, electronics, video games…). Break down boxes and put them in the trash, making sure to save all paperwork. Also remember many electronic devices require original boxes for warranty repair.
• Immediately make an inventory listing the model and serial numbers of new items (and old ones if you haven’t already) and engrave personal markings on them

If Leaving Home (On a trip or just for a little while):
• Make it look like you are still there.
• Timers on exterior lights, interior lights, and TVs will help make it look like you are home. Don’t leave an answering machine message saying you are gone, in fact turning it off would be better.
• Double check all doors and windows, including second floor and basement. The doors should have dead-bolts; key locks for windows are also available.
• Have the neighbor pick up mail, papers, and ads, put out your trash can, and park in your driveway. Give them emergency and cell numbers to reach you.
• Call the police department to request a periodic residence check while you are away.

• When you return, look around outside first. If you see any evidence of a break-in, do not go inside. Go to a neighbor’s house and call police. The burglars could still be inside.

• Before you leave, inspect the car for safety (lights, belts and hoses, fluids, wipers, tires-both wear and air – DON’T FORGET TRAILER LIGHTS).
• Pack expensive items in the trunk, or under coverings to keep them out of sight.
• Pack safely. Items stacked in the back of a van, wagon, or SUV will become 60mph missiles in a crash! They also block the driver’s view. Items secured to the roof greatly alter the vehicle’s handling in wind and emergency maneuvers.
• When you stop, take the keys and lock the doors. This applies all of the time, at home and away. An unlocked, running car invites a thief.
• Use a CLUB or other device when parking for the night or at shopping centers Keep doors locked while driving. It adds strength in a collision.
• Use seat-belts and child restraints properly.
• Be careful with bank, gas, and credit cards.
• Take regular rest breaks.
• Never send your children into restrooms alone.
• Store money in separate places to minimize loss or theft.
• Stay on roads you know and take maps, cell phones, and chargers, as well as safety items like blankets, flashlights, jumper cables, a jack, and a good spare tire.
• Drive carefully- better than those around you. You need to get there alive!

Tips For Winter Preperation

Chilly fall temperatures serve as a polite reminder that when winter arrives it can be sudden, often leaving homeowners unprepared for the troubles associated with extreme cold. A few simple preparations now will help prevent headaches and costly repairs throughout the winter months.

•Disconnect outside water hoses. If left connected, water in the hoses can freeze and expand causing faucets and connecting pipes inside your home to freeze and break.

•Make sure outside faucets aren't dripping or leaking. Make the necessary repairs or call a plumber before freezing temperatures arrive. Be aware that when pipes freeze, water pressure builds causing cracks - no matter if the pipe is made of plastic, copper or steel. Even a tiny crack can unleash more than 250 gallons of water in a single day

•If your home is equipped with interior shut-off valves leading to outside faucets, close them and drain water from lines.

•Cover outside faucets using a faucet insulation kit available at home centers.

•Insulate pipes in unheated areas, such as garages or crawl spaces. Apply heat tape or thermostat-controlled heat cables around pipes that are exposed and prone to freezing.

•Seal leaks around doors and windows to reduce cold air penetration.

•Your water heater works harder during winter months. Flush it out and remove sediment buildup, which causes corrosion, shortens life span and reduces heating efficiency. Drain several gallons from the faucet near the bottom of the tank. Connect a hose to the faucet and direct water into a nearby drain.

•Carefully test the water heater's pressure relief valve (Danger: water is very hot) by lifting up on the lever and letting it snap back. The valve should allow a burst of hot water into the drainpipe. If not, call a professional to have a new valve installed.

•Check the temperature setting on your water heater's thermostat. Set at 120°F for optimum performance.

•Clear leaves and debris from outside downspouts to ensure easy drainage when water freezes and thaws throughout the winter season.

•Inspect and clean sump pump and pit. Pumps exposed to extreme cold can freeze, preventing the pump from operating.

•When leaving home for extended periods, shut off the main water valve and drain the system by opening faucets at the highest and lowest points of the house. Make sure the heat is left on and set no lower than 55°F.

Caution! These tips are intended for homes that will be inhabited throughout the winter months. Many additional steps should be taken to winterize vacation properties that will be abandoned or left unattended for weeks or months at a time. Seek professional help for winterizing such properties.

Halloween Safety Tips

*Make sure your Halloween costume isn't flammable. Check the tag to make sure it's okay. If you're not sure, don't buy or wear it. That includes any make-up, wigs or glue-on effects, such as scars, warts or fingernails.

*Don't go near open flames while you're wearing your costume, especially if it's got a lot of material to it. If you're wearing a long wig, try not to smoke while you're wearing it.

*If you plan to burn a candle in a carved pumpkin, do it outside on cement. Be sure to check it periodically. Extinguish the candle if you go to bed or leave the house.

*Carry a flashlight when you trick-or-treat.

Fall tips for Homeowners

Lawn health during the fall and winter months...

*I have found that along with using a fertilizer in the fall it is also a nice time to put down lime. Many landscapers use lime in January or February, but some have had the best results if applied in early November before we the ground gets too hard.

*I know it is much easier to just leave the leaves in your yard till spring, but that is not the best idea for your lawns health, so do your lawn a favor and remove the leaves.

*Please DO NOT burn leaves within the community or surrounding areas.

I would like to thank all owners that have paid their assessments on time. For those of you that have not paid, please understand it is imperative that all delinquent assessments be paid immediately. If you have not paid your assessment, a lien has been filed on your property. Keep in mind any legal fees incurred will be charged to your account. Please be advised the HOA will be pursuing foreclosures on delinquent accounts. It is not beneficial to you or your association to withhold assessments. A deficiency in collected assessments will result in a large bad debt for 2010, which in turn will effect 2011 assessments.

Pool Rules & Regulations

The following rules and regulations have been established in addition to the already published DHEC rules.

Foxbank Plantation Homeowners Association reserves the right to refuse entry or deny privileges to anyone at its sole discretion.

You must have your gate access card on your person while visiting the facility. Foxbank owners are responsible for the actions of their guests.

Pool hours are dawn to dusk
An adult must accompany children under the age of 16. Unsupervised children will be asked to leave the pool.
Gates to the pool are to remain closed and locked at all times.
No pets are allowed in the pool or pool area.
No glass containers in the pool or pool area. This is a zero tolerance policy and owners bringing glass into the pool area will be asked to leave.
No eating or drinking in the pool.
No smoking in the pool or pool area.
No profanity or loud music
Please use approved swim type diapers on infants/toddlers while in the pool, no regular type diapers are permitted.
No horseplay, running or pushing for safety reasons.
Please use the provided waste receptacles.
Only regulation swimwear is permitted. No cut off jeans, tee shirts or street clothes.
Do not enter the pool area when the “closed” sign is displayed.
Anyone allowing unauthorized persons in the pool area will lose pool privileges for the season.
No skateboards, scooters, rollerblades, bicycles or any such recreational vehicles permitted in the pool area.
Key Card and ID card must be in possession at all times to identify Foxbank Owners.

Alligators

There have been mixed opinions and discussions throughout your community regarding a certain alligator in the front pond seen basking in the sun. Several owners felt threatened by this gator and contacted Community Management Group to resolve. Concerned owners were informed that the gator would not be removed unless it was showing signs of aggression. This was not what certain owners wanted to hear, so as the managing agent we requested direction from your Board of Directors. Your Board did agree to have this gator removed. As mentioned below, removal means destruction in regards to a gator. The “trapper” was contacted and has found that this gator is not showing any signs of aggression, in fact, the gator is extremely terrified of humans and has gone into hiding. The gator is not taking the bait and is staying out of sight. In the meantime, other owners have seen this going on and they are very upset with the situation. They understand that alligators are a part of wildlife and should be left alone if they are not a threat. As you can see this can be a controversial topic and we must consider all facts. Below I have provided more information on the topic.

The Department of Natural Resources no longer is involved in alligators except to issue permits to HOA's. There is not a “move” or “relocate” policy. They simply authorize the HOA to have them destroyed. Your HOA would then hire a licensed company who does that as quietly as possible…

Alligators are only a hazard to people and pets when they lose their natural fear of humans by being fed, often by workmen and kids. Alligators LOVE marshmallows, food wrappers and lunch scraps. A licensed “trapper” that the Association uses will approach the animal to determine from much experience whether it exhibits signs of aggression or otherwise accustomed to humans and may pose a threat. There are perhaps thousands in the area and they do move around, primarily over ground, though there is a frequent (and incorrect) assumption that they move through storm culverts. On the contrary, they do not often enter them because they cannot turn around nor move well backwards. We have seen that shortly after removal another animal will move into a vacant pond. They were here for millions of years before people and most locals have a certain sentiment for them… When owners call with similar encounters or concerns we ask that they carefully consider whether this animal was really stalking a pet (or whatever the concern) and represents an unusual threat for being acclimated to humans as a source of food, or was just “walking around” or sunning before they call for its head. If you feel that a particular animal is a threat worthy of destruction, please let us know and we will elevate the request for removal to the Association Board. There are currently alligators that migrate from pond to pond in your community, so always be aware of your surroundings. Remember if you ever see anyone harassing an alligator please call the local authorities.

Being a Homeowner brings great pride ...and great responsibility, too. Here are some tips that will help you keep your home and property in tiptop condition.

v Fertilize your lawn. The grass is desperate for some attention in the spring. A little fertilizer will help it get off to a great start and strengthen it to withstand the stresses of the summer heat ahead.

v Remember weeds can take over your lawn rapidly.

v Check smoke detectors & carbon monoxide detectors by pressing the test button. Be sure to change the batteries at the same time. Both smoke and carbon monoxide detectors are available at your local home store. Contact your local fire department for recommendations.

v Replace or clean your a/c filter. This will keep the air in your house cleaner and help your system work efficiently.

v Remember to pressure wash your home so that you can be proud.

The National Association of Letter Carriers Food Drive happens every year on Mother’s Day weekend. All of the food that is collected, last year it was 100,000 pounds, comes to the Lowcountry Food Bank and Amy Kosar is in charge of the coordination of the efforts. Foxbank Amenity Center Construction

As you are aware, the Foxbank Amenity Center is under construction, which has been Longley anticipated for you and your neighbors. Please help your association by reporting any unlawful behavior. The weather alone has caused delays in completion of this area, but unauthorized all terrain vehicles have also caused damage to the area and construction of the building. These actions have set the project back resulting in several thousand dollars worth of damage. It is understood that the owners in Foxbank are curious and want to see the progress of this area, but we are asking all owners to keep their eyes peeled for any unauthorized activity and report it to local law enforcement immediately. Any violators will be held accountable for any damage caused to this amenity area.

Annual Meeting

The purpose for conducting the Annual Meeting is to comply with the requirements of the Association’s By-Laws to conduct such meetings for the Association Board to report on the status of the HOA for the year.
